1st Lt Terry Kegin

Terry Kegin joined Kansas City Composite Squadron, NCR-KS-034 in Sep 2012, shortly after his retirement. His motivation to join CAP was because it was a great way to remain active in disaster and Emergency Services, but also because he wanted to build the relationship between CAP and our public safety community. At his squadron, he has served as an Emergency Services Officer, DDR Officer, and Public Affairs Officer.  

His professional career began in Shawnee, KS in 1989 as a volunteer EMT with the Fire Department Rescue Squad. In 1990, he became a deputy with the Johnson County Sheriff’s Office. In 1994 he became a Shawnee Police Officer. During his time at Shawnee he worked in Patrol, was a Bike Patrol Officer, SWAT Team officer, and DARE Officer. In 2001 a Crime Prevention Officer position was created and he was assigned to the newly created Community Policing Unit in that position. It was while serving in this position that he  became interested in Emergency Management. He reguarly attended Neighborhood Watch meeting and helped educate local groups on how to handled a disaster. He worked on several certifications through FEMA's Emergency Management Institute, the National Fire Academy and the Federal Law Enforcement Training Center. In 2008, he received certification as a KCEM (Kansas Certified Emergency Manager). He was appointed to a new position of Acting Emergency Management Planner. In 2013, the position was made permanent and he became the first Emergency Management Coordinator for Shawnee. In 2014 he transferred to the Fire Department, as the Assistant Director, Operations, for Johnson County.  In 2014 he left the Fire Department, then in 2016 accepted the county role.
